Robin O'Neill: Nimetz's Mediation Is Unsuccessful, Greece Refuses Resolution

The last round of talks in New York has once again proved that Greece does not want to settle the name issue, but rather to prolong the dispute as much as possible, said the first mediator in the Greek-Macedonian dispute, Robin O'Neill, for the Voice of the People program.

Matthew Nimetz' efforts should be put to an end because his mediation is unsuccessful, and the name dispute should be returned before the UN General Assembly, O'Neill added.

"The meeting in New York last week, showed once again that the Government of Greece does not want this issue solved, but to leave it unsolved for as long as possible. Primarily, Greece admits that the only long-term solution is Macedonia to be internationally recognized under its constitutional name, the Republic of Macedonia, thus it wants to prolong that as much as possible. Secondly, each Greek government is afraid of the domestic political unpopularity if it is defeated in the name dispute for which they fought for such a long time and besides the fact that the use of Macedonia's constitutional name since the country's independence has not harmed Greece in any way, or interiorly within Greek borders, or on international level. My advice to the Macedonian Government, is to accept that the negotiation process with Greece in order to find a "compromise" will never lead to a solution to the problem. Therefore, it should now practice a more active policy on international level, especially within the United Nations," O'Neill underlined.

"Nimetz showed enormous patience in the mediation of the agreement between Macedonia and Greece related to the objections by the Greek side on the use of the name Macedonia. For years now he had to say he had reached no progress and that a next meeting should be held. This goes in favor of Greece because it wants to infinitely prolong each agreement related to the solution of this problem. But, it is not in favor of Macedonia. And if a certain problem cannot be solved for almost 20 years through mediation, then the mediation will never solve that problem," ambassador O'Neill said.

According to him, the best solution at the moment is Macedonia to demand from the UN General Assembly to be fully recognized under its constitutional name within the world organization.

"I believe that a vast majority of the UN members will support this. Once Macedonia is fully recognized under its constitutional name, Greece will find it harder to claim in the EU and NATO that there is a legitimate dispute and that Macedonia shouldn't be accepted in these organizations. The EU members as well, will find it more difficult not to recognize Macedonia under its constitutional name," the British diplomat pointed.

At the same time, O'Neil highlighted that the formal continuation of Nimetz's mission would become an obstacle.

"The UN set this up. Greece can claim, although unjustly that there is still a dialogue aimed at finding a solution to the dispute. The time has come Macedonia to state that after so many years of work without result by Nimetz, it has to accept that this row cannot be solved on that way. I hope that Nimetz will agree that his mission, however much extraordinarily he was executing it, is still unsuccessful and it should be put to an end. This issue should be returned to the General Assembly, and for the good of the international community, and for the provision of security in the Balkan region, Macedonia should be now, under its rightful name, be recognized by the United Nations. And the end of this, in essence artificial dispute, will in fact give a positive contribution to the stability and the progress of Europe itself," O'Neill said categorically.

In comments to the statement by the foreign minister of the Turkish Republic of Northern Cyprus, Ozdil Nami, who said that Macedonia should focus on building connections with the countries that have already recognized it as the Republic of Macedonia, O'Niel said that he hoped the Government of Macedonia will continue to establish such relationships, with these countries, and with other friendly countries as well with which it has good relations. "However, it still has to be careful when it comes to the name row because for the stability of the Balkan region and the composition of Europe, Macedonia needs to be allowed to take its full and just position in the frames of the EU and NATO. This means solving the name issue," he explained.
